SILPH was initiated in 1991 in response to parents/carers concerns about the future housing and support needs of their adults sons and daughters who have a learning disability. SILPH is constituted to service Merseyside but gives particular emphasis to the North area of Liverpool and in particular, Croxteth, Gillmoss and Norris Green.

SILPH has a Management Board comprising representation from parents and other family members, local clergy, Liverpool City Council Housing and Consumer Services, The Federation of Local Supported Living Groups and other interested parties. It took from 1991 to 1995 to develop the organisation to a point where we had a number of individuals who wanted to move into their own accommodation with support, secured suitable accommodation within the local community and the funding necessary for us to employ staff who would meet our tenants individual needs. The accommodation was three houses which we had converted into six self contained flats. The property is owned and maintained by Liverpool City Council. Five of the flats have been let to adults with learning disabilities. The sixth flat provides a staff base and a facility for staff to sleep over. In 1996 we became the Managing Agent for Liverpool Housing Trust who wanted us to employ and manage a Resident Warden and manage another six flats which were to be let to adults with learning disabilities. Five adults had already been identified for this scheme prior to SILPH's involvement. SILPH's role within this is solely to manage the worker who provides accommodation related support to the five tenants. Each individual tenant has their own individual care package and their support is provided by a range of organisations. The Warden has recently moved off site into property within the local area and the flat has now become an office for her to carry out her work from and a meeting place for tenants etc.

In 2000, we began to enable two tenants to live more independently within a three bedroom house. They were formerly living separately in flats in one of our other schemes and then developed a relationship and expressed the wish to live together. - Send Email
